Eupora aldermen had a short agenda at a special called meeting on Jan. 27.
The city board approved two motions regarding renovations of portions of the air conditioning and heating systems at the city-owned Hawkeye Glove building. The city was awarded a $300,000 block grant for the project.
One motion was to approve a contract with Corbett Legge and Associates of Tupelo to provide mechanical and electrical engineering services for the project. The other was to award a bid to Brislin Inc. of Columbus to perform the work, as recommended by Corbett Legge.
Brislin's base bid of $229,500 was the lowest of four received. The construction contract will include the base bid plus an additive alternate of $25,890 to install a new cooling tower and a deductive alternate of $10,5000, for a total contract amount of $244,890. The deduct alternate was to install vent covers, which may be added as a change order later if funds allow, according to Mayor Pete Fortner.
Aldermen also approved a contract with Calvert-Spradling Engineers to provide engineering services for the replacement of pumps in the lift station on Hodges Road. The city has received a $75,000 grant for this project.
Other business included approval of four motions related to the city's application for a 2005 HOME Investment Partnership Program grant for homeowner rehabilitation. Housing specialist Phyllis Tate of the Golden Triangle Planning and Development District told the board that the city is eligible for five houses under this year's program.
The board adopted resolutions authorizing the GTPDD to prepare and submit a HOME grant application for the city, committing to an affirmative marketing plan and adopting a plan for contacting at least two minority/women-owned businesses as potential bidders to provide any services needs.
Also approved as a new requirement was a resolution stating that the city will comply with steps outlined in a selection process for applicants. The selection process requires that the city advertise and conduct a required public hearing on Feb. 10 at 10 a.m. at City Hall and encourages applicants or their representatives to attend the public hearing. GTPDD staff will certify all eligible applicants and all applicants must sign the public hearing sign-in roster.
All certified applicants' names will be placed in a drawing and the first five names pulled will be given priority consideration for the city's HOME application. All other considered applicants' names will be drawn as needed to replace an applicant considered ineligible from the first five names pulled. This process will be conducted in the presence of the mayor and city clerk.
The board's next regular meeting is at 7 p.m. Feb. 7.
